Untuk peserta cilik dari Indonesia atau orang selain permanent resident dan warga negara Amerika tidak dapat ikut serta saat ini.
To be eligible to enter the Contest, an Entrant must: (a) be a U.S. citizen or a permanent legal U.S. resident (i.e. must be able to show proof of permanent legal residence); and (b) be enrolled in a private or public elementary or secondary school (grades K-12) or a home school (grades K-12) in the United States, a United States Territory in Puerto Rico, Guam and Washington, D.C., a student of a U.S. Service Person serving abroad (collectively, "U.S. School(s)");

Gambar yang dikirim harus berupa 2 dimensi (2D) bukan dalam bentuk GIF (bisa JPG atau PNG) dengan menggunakan tema khusus seperti tahun sebelumnya.
Gambar harus dikirim sebelum tengah Maret 2019, perlombaan akan dinilai berdasar kelompok kelas anak yang mengirim (K-3, 4-5, 6-7, 8-9, and 10-12).
